European Ocean Board convenes for first meeting to shape future of EU ocean policy

The European Commission has officially launched the European Ocean Board, a high-level expert group supporting the implementation of the European Ocean Pact, the EU’s strategy to better protect the ocean, promote a thriving blue economy and support coastal communities. 

Chaired by Costas Kadis, Commissioner for fisheries and oceans, the Board brings 28 members from diverse backgrounds, including trade and business associations, academia, research institutes, NGOs and youth organisations.  

The expert group will:

  • Advise the Commission on achieving the objectives of the European Ocean Pact, including ocean health, competitiveness of the EU blue economy, support to coastal communities, knowledge and research, maritime security and defence, international ocean governance
  • Provide opinions on specific matters related to the Ocean Pact and
  • Foster dialogue among members to encourage coherence and synergy between EU policies and private sector initiatives.  

The Board will hold its first meeting on 31 March, where members will exchange views, identify strategic priorities and help shape the Board’s future work programme.

A broad range of expertise

The 28 Board members have been selected following an open call for applications.

Their varied backgrounds ensure that diverse perspectives are reflected, enabling informed and inclusive policy development based on expertise and practical experience.

The Board will complement the work of existing platforms such as the Fisheries Advisory Councils, the European Blue Forum.

Background

The European Ocean Board was established by the European Commission as a high-level expert group to support the implementation of the European Ocean Pact. 

Adopted in June 2025, the European Ocean Pact brings together the European Union's policies and actions related to the ocean and creates a unified and coordinated plan for managing the ocean. The creation of the European Ocean Board is one of the deliverables of the Pact.
